Svitlana Doan has an academic title of professor and an academic degree of Doctor of Medicine in Healthcare (epidemiology and preventive medicine). 

Professional experience: Professor Doan’s activities are related to theoretical and practical aspects of infectious pathology. She has more than 25 years of national and international experience in management and organization of combating infectious diseases, epidemiology, diagnostics, treatment, prevention of infectious diseases, including HIV/AIDS, viral hepatitis, herpetic and enterovirus infections, flu, tuberculosis, etc. Svitlana Doan’s operations as a scientist and practitioner are related to the analysis of the impact of social and other factors of human life activities on the morbidity rate of infectious and non-infectious diseases.       

Svitlana Doan has over 10 years of experience in highlighting events related to infectious disease issues in mass media. Because, holding a position of Deputy Director of scientific work at L.V. Gromashevsky Institute of Epidemiology and Infectious Diseases of the NAMS of Ukraine, she was authorized by the National Academy of Medical Sciences of Ukraine to give interviews and explanations to journalists. At the State Sanitary Epidemiological Service of Ukraine, she was appointed by order No. 77 dd. 2015 (available on its official website) as an individual responsible for the communication strategy of the State Sanitary Epidemiological Service of Ukraine and for the organization and preparation of the event highlighting processes within her competence in regions, as well as for training of personnel to communicate with mass media. Over the years of work, she has established a database of journalists engaged in printed publications, online websites and leading TV channels. Ms. Doan has repeatedly organized briefings, press conferences, and participated in similar events.    

As the head of the department of social-hygienic monitoring at the State Sanitary Epidemiological Service of Ukraine as part of Ukraine’s fulfillment of the Agreement on the association with the EU, she took part in the initiation, preparation and accomplishment of the assessment of the national system of infectious disease epidemic control by the European Centre for Disease Prevention and Control (Stockholm ЕСDC). As a research fellow and deputy director of L.V. Gromashevsky Institute of Epidemiology and Infectious Diseases, as the head of the department of social-hygienic monitoring at the State Sanitary Epidemiological Service of Ukraine, Svitlana Doan organized and participated in the investigation of outbreaks of infectious diseases.    

As a technical adviser of healthcare management and policy issues of the USAID Project “HIV Reform in Action” and as the deputy director of scientific work at L.V. Gromashevsky Institute of Epidemiology and Infectious Diseases, she provided suggestions on the optimization of the system for epidemiological control and prevention of infectious diseases.   

As an executive in charge of the international project “Advancement of diagnostics and treatment of tuberculosis of HIV-infected people” (Moldova, Georgia, Ukraine and CDC (USA), she has adopted tuberculosis instant diagnosis for HIV infected people at L.V. Gromashevsky Institute of Epidemiology and Infectious Diseases (2012-2013).     

As the deputy chair of the coordinating research council on scientific support of the Nationwide program aimed at HIV prevention, treatment, care and support of HIV infected people and AIDS-infected Patients for 2009-2013, Svitlana Doan conducted academic advising and coordination of research within these programs. She took part in the development of the Nationwide targeted program of combating HIV/AIDS for 2014-2018.   

As a member of the scientific expert board on HIV/AIDS matters of Ukraine’s State Service of combating HIV/AIDS and other socially dangerous diseases, she carried out the expertise of research papers planned for accomplishment or performed by scientific institutions of the Ministry of Health of Ukraine and the National Academy of Medical Sciences of Ukraine. 

As a member of the task group titled “Epidemiology and specific prevention of infectious diseases”, she coordinated research activities in the mentioned area, provided them with the expert assessment in terms of relevance, practical value, viability, etc.   

Between 1998 and 2015, Svitlana Doan was an executive, executive in charge and supervisor of 8 research projects. Four of them were dedicated to relevant issues of HIV and HIV-related infectious.   

Professor Doan’s activities are aimed at graduate and post-graduate education of doctors and nurses, as well as of specialists of higher qualification (Doctors and Ph.D.). She developed methodical programs for specialized advanced training of doctors and nurses. Together with William Clinton Foundation, Time of Life Plus All-Ukrainian Charitable Organization, Pharmasco JSC, she organized and held training sessions for specialists of Ukraine and Moldova.      

Svitlana Doan gives lectures on core training courses, holds practical and seminar classes at the high scientific and methodical level for students of Ukrainian Military Medical Academy and Bogomolets National Medical University.   

In cooperation with William Clinton Foundation and Pharmasco JSC, she developed and integrated the cutting-edge approaches to laboratory diagnostics of infectious diseases, strategies for flu, HIV/HIV-related infection and hepatitis testing; advanced the algorithm of confirmatory studies among different population groups; focused on maintenance of medical checkup and efficiency of treating HIV-infected people.        

She was engaged in methodological guidance of adoption and carrying out of laboratory research aimed at defining subtypes of the structure of HIV population circulating in Ukraine, the prevalence of anti-retroviral drug resistant causative agents, improving the system for preventing mother-to-child transmission in Ukraine, optimizing screening assays, advancing the epidemiological control of infectious diseases.   

She was involved in activities aimed at defining the final check of the quality of production samples of immunoenzymometric test systems included in components of medical goods; serial control of the quality of test systems for HIV infection diagnostics according to specificity and sensitivity criteria; specialized assessment and carrying out of clinical testing of medical products.        

Practical experience and analytical abilities allowed Svitlana Doan to become one of leading analytical and technical experts in infectious pathology. As a member of working groups of the Ministry of Health of Ukraine, the National Academy of Medical Sciences of Ukraine, committees of the Verkhovna Rada of Ukraine, she takes part in the development of statutory documents, clinical protocols, standards, policies.     

She has a powerful potential in the development and adoption of planning strategies, provision of consulting services, management and cooperation with regional interested parties to achieve goals in the organization of measures against infectious diseases, including the PLWH policy; stigma and discrimination countering systems.   

Since 2021, a member of national technical group of immunologic prophylaxis experts of the Ministry of Health of Ukraine.  

A range of her professional matters includes the organization and participation in meetings, specialized seminars, business meetings dedicated to infectious pathology, All-Ukrainian and international scientific conferences, international medical congresses, presentation of experience and achievements in combating infectious diseases at national and international levels. 

Her professional activities were repeatedly acknowledged with certificates of appreciation by the National Academy of Medical Sciences of Ukraine and the Ministry of Health of Ukraine.
