Anti-corruption activities

Corruption offences are actions that contain elements of corruption and, according to the Law of Ukraine “On Prevention of Corruption”, result in criminal, disciplinary and/or civil liability. 

It is difficult to estimate the damage by corruption actions, as it means not only direct losses for the organization. It ruins its reputation or economic position because of making inefficient decisions. As to the educational institution, corruption can fill the labor market with incompetent specialists, which poses a direct threat to our future. Each of us can address a barber who will jeopardize an important business meeting, a manager who will bankrupt a company, or a doctor who will cause deterioration of health or even death.   

Therefore, our University is intolerant to corruption and constantly takes all measures established by the legislation to detect direct or indirect corruption offences and eliminate them. However, one can succeed in this issue only by joint efforts of all University’s employees, their initiative and responsibility.    

According to p.1 of the Law of Ukraine “On Prevention of Corruption”, a person who has a well-founded belief about violation of this Law by other person and reports on this matter is called a whistleblower.   

University staff members have the right to immediately inform an authorized representative engaged in prevention and detection of corruption at the University of violation of the Anti-corruption program or encouragement to these actions; direct or indirect corruption offences by other University employees or physical/legal entities with whom the institution is or plans to be in business.  

Thus, we remind you that if you have information about possible corruption cases at the University, you should inform the authorized person orally or in writing. In addition, you can send an email to or put a paper letter into the Trustbox placed at the University.    

If you worry about your safety, please keep in mind: you can report on the breach of anti-corruption legislation anonymously. However, please note that an anonymous message is subject to review only if the given information is specific to the individual and contains factual data that can be verified. 

To send a message via the Trustbox, you should provide the following information:

  • your surname, first name and the address to which the reporting person wishes to receive a reply;
  • surname, first name, position, the person’s workplace who has committed the corruption offense;
  • the circumstances of the offense.

Please note that whistleblowers are under the protection of the state. In particular, according to p. 1 of Article 534 of the Law of Ukraine “On Prevention of Corruption”, the following measures may not be applied to a person who has reported a violation of the requirements of anti-corruption legislation or a member of his/her family:

  • quit or compulsion to quit;
  • disciplinary action;
  • other negative measures (transfer, certification, change of working conditions, refusal of appointment to a higher position, reduction of wages).

So, we urge every employee to be indifferent and to immediately report all known facts of corruption!
