- to provide complete, high-quality and prompt library, bibliographic and information services to students, postgraduate students, the academic staff, research fellows, personnel of other structural units of the University and other users according to their information requests based on wide access to library and information resources.

- to develop, use and preserve the library collection in accordance with the University profile and information needs of all categories of users.

- to bring up a harmonious, morally perfect personality conscious of his/her civic obligation and open to intellectual and creative development.

- to promote and reveal the content of general human values, cultural, historical, spiritual and scientific heritage, and the idea of state formation using all library and information means.

- to expand the range of library and information services of improving traditional and introducing new library forms and methods of work based on state-of-the-art information technology and computerization of information and library processes.

- to create electronic databases, to organize and maintain the reference bibliographic apparatus using both conventional and the latest information technologies.

- to carry out independent and joint research, educational, organizational and methodological activities with other organizations and institutions in computer science, library science, bibliography and book science.

- to develop the information culture of users and their skills in working with information resources on both traditional and electronic media.

- to ensure the coordination and cooperation of library activities with structural units of the University, public organizations, cooperation and interaction with libraries of other systems and departments.
