The Rector is an official responsible for the executive management of the University and is its executive body.
The Rector represents the University in relations with government authorities, local self-government bodies, legal entities, and individuals, acting without a power of attorney within the scope of his/her authority, considering the restrictions provided by law, the Statute, the employment contract, and the job description.
The Rector is elected and appointed by the General Assembly of Participants of the University under a contract for a term of up to five years, based on the decision of the General Assembly. A candidate for the position of Rector, including acting Rector, must be proficient in the state language, have an academic degree, and at least 10 years of experience in scientific-pedagogical positions.
The following individuals cannot be elected or appointed (including as acting Rector):
- Persons deemed legally incapacitated or whose capacity is limited by court decision;
- Those with an unexpunged criminal record;
- Persons disqualified from holding certain positions by court decision;
- Those found guilty of corruption offenses or subject to relevant sanctions.
The Rector is accountable for the University's results to the participants and the University workforce and is responsible for:
- Ensuring labor safety and compliance with laws;
- Defining employee responsibilities with the President’s approval;
- Overseeing the implementation of educational plans and programs;
- Monitoring the quality of work of academic staff;
- Facilitating conditions for student self-governance and public oversight of University activities.
The Rector may delegate part of his/her responsibilities to deputies (vice-rectors) and department heads with the President's approval. The Rector is subject to dismissal by the General Assembly of Participants at any time.
